How is the LIFE-IP structured?

As a cross-national project, the LIFE-IP „Atlantic region DE” makes high demands on project management and project control as well as internal and external communication. A key role has the so-called Project Steering Group (PSG). In this board, all persons who work for the project are included.

Representatives of the Ministry for Environment, Agriculture, Conservation and Consumer Protection of the State of North Rhine-Westphalia (MULNV) as the Coordinating Beneficiary are:

  • Ingrid Rudolph (National contact point for LIFE Nature & Biodiversity in North Rhine-Westphalia, MULNV)
  • Georg Keggenhoff

The Ministry for the Environment of Lower Saxony (MU) as the Associated Beneficiary sends out one representative to the PSG:

  • Dr. Stefan Heitefuss (National contact point for LIFE Nature & Biodiversity in Lower Saxony

The Department 51 of the District Government of Münster has been put in charge of the overall coordination of the LIFE-IP as well as the public relations for the project. The team consisting of four members who were employed for the LIFE-IP is also responsible for the project management and the implementation of actions in North Rhine-Westphalia:

  • Dr. Sebastian Schmidt (Overall coordination: general questions in regard to the LIFE-IP, project coordination in North Rhine-Westphalia)
  • Dr. Martina Raffel (Public relations fort he LIFE-IP)
  • Corinna Kaiser (Implementation Manager in North Rhine-Westphalia)
  • Jennica Obazee (Administration Manager in North Rhine-Westphalia)
  • Maya Poguntke (Contact point for LIFE at the District Government of Münster)

In Lower Saxony, the Division IV of the Lower Saxony Water Management, Coastal Defence and Nature Conservation Agency (NLWKN) is in charge of the project implementation accordingly. Three staff members were recruited for this purpose:  

  • Dr. Hans-Georg Wagner (until 31st December 2017)
    from 1st January 2018 N.N. (by proxy Eva Schneider) (Project manager in Lower Saxony)
  • Sabrina Schäfer (Implementation Manager in Lower Saxony)
  • Siline Aßmann (Financial Administrator in Lower Saxony)
  • Gisela Wicke (Divisional Director „Regional Conservation“ of the Lower Saxony Water Management, Coastal Defence and Nature Conservation Agency (NLWKN) in Lower Saxony, Department 1 Technical Contributions, Natura 2000)
  • Eva Schneider (Deputy Divisional Director „Regional Conservation“ of the Lower Saxony Water Management, Coastal Defence and Nature Conservation Agency (NLWKN) in Lower Saxony, Department 2 Nature Conservation Projects, Land Use Management, Incentive Measures)

Likewise, representatives of the respective technical authorities of both federal states belong to the PSG. One staff member who was recruited for the LIFE-IP and three members of the permanent staff represent the State Agency for Nature, Environment and Consumer Protection (LANUV) in North Rhine-Westphalia: 

  • Daniel Telaar (LIFE-IP: Platform, Overall Concept, Natura 2000 Specialist)
  • Ralf Schlüter (Manager of Division 23 (Biotope Protection, Contractual Conservation Management Agreements))
  • Dr. Matthias Kaiser (Manager of Division 24 (Species Conservation))
  • Thomas Schiffgens (Biotope Protection Specialist)

At the Lower Saxony Water Management, Coastal Defence and Nature Conservation Agency (NLWKN) six employees from Division VII accordingly work in full or proportionately for the LIFE-IP. In addition, the Divisional Director of the branch office “Hanover-Hildesheim” and the Manager of the Department “Animal and Plant Conservation” are represented in the PSG:

  • Dr. Ines Bruchmann (Expert questions in regard to habitat types)
  • Marco Zimmermann (Expert question in regard to focus species)
  • Dr. Olaf von Drachenfels (Platform of the federal states in the Atlantic Region)
  • Sabine Miers (Department 5 Biotope Protection)
  • Dr. Andreas Jacob (Support for expert questions in regard to habitat types, plant and animal species, particularly conservation of Amphibians and Reptiles)
  • Dr. Thomas Täuber (Support for expert questions in regard to habitat types, plant and animal species, particularly conservation of plant species and vegetation science)
  • Dagmar Fielbrand (Divisional Director of the branch office „Hanover-Hildesheim“)
  • Dr. Annemarie Schacherer (Department 2 Animal and Plant Conservation)

Altogether, 25 persons are active in the PSG. Fourteen people are part of the project staff; ten employees were recruited for the LIFE-IP, four employees from the permanent staff of the NLWKN work pro rata for the project. In total, these fourteen project employees currently have 8.8 full-time equivalents.

The Project Steering Group had already proven to be an effective and efficient board for the strategic and technical development of the project as well as the cross-national coordination during the preparatory phase of the LIFE-IP. The PSG provides for the permanent exchange on the technical as well as on the political level, which is regarded as an essential component for the implementation of an Integrated LIFE Project. 

The PSG meets at least twice a year to strategically adapt the project and evaluate project progress. Future developments and the concretisation of the later project phases are discussed as well as possible or necessary adaptations, the distribution of specific work assignments or aspects of the overall coordination and communication of the project. In this way, the work distribution between the two federal states is organized in order to avoid duplication of work or different approaches. The meetings are organized and moderated by the Overall Project Coordinator and usually take place alternately in North Rhine-Westphalia and Lower Saxony. Within the two federal states, internal communication is organized by the respective Project Manager. The management structures are more or less mirrored in both federal states.
